Our Story

Pioneering M&E Since 2012

Axiom Monitoring and Evaluation is the field intelligence infrastructure for complex environments - established in 2012 and registered in France, Kenya, Yemen (2 entities) and Somalia (2 entities). Since 2013 we have been pioneers of large-scale TPM in hard-to-reach areas, trusted by UNICEF, the European Union, World Bank, FCDO, and DANIDA for over 350 consultancies across Somalia, Yemen, Sudan, Ethiopia, South Sudan and beyond. Our core specialties are third party monitoring, evaluations, context analysis, household surveys, data management, and advisory services.

We are registered in France, Kenya, Yemen (2 entities) and Somalia (2 entities), giving us a unique multi-jurisdictional presence that enables trusted operations across the Horn of Africa and Middle East.

Our core team of 15 full-time staff and a network of over 550trained enumerators speak 11 languages and have worked across 14+ countries in Africa, the Middle East and beyond.

“We serve as our clients' eyes and ears on the ground, providing evidence and justified recommendations from the field.”

Our Unique Profile

A Mixed Team, Localized in Africa

Axiom ME is a deliberately mixed team - international and national experts from different professional and cultural backgrounds, with an unusually long track record of working together. That combination is rare, and it is the foundation of how we work.

We are localized in Africa: our centre of gravity, our people and our networks sit in the region where the programmes we assess are actually delivered. That is what we mean by localization - not a distant head office with a branch on the ground, but local knowledge, local languages and permanent local presence built into every assignment.

Our role is to be a bridge: between donors and field realities, between international evaluation standards and local context, and between the data and the communities it represents.

A mixed team
International and national experts from different backgrounds - who have worked together for years.
Localized in Africa
Our people, offices and networks are embedded in the region where programmes are delivered.
Local languages
Data collection and reporting in the languages programmes are actually delivered in.
A bridge
Connecting donor requirements and international standards with field reality and local context.

Our Advisory

Practical, Useful Advisory

We are not diplomats. Because our reports are not made to be public, we tell you the real story of your project - with recommendations from advisors who have actually implemented programmes and understand field reality.

We go deep on data analysis, and our team set-up lets us go just as deep on content analysis. This is not desk work: we test our findings against field reality and interpretation. Our reports carry the depth of rigorous data management - a geek's obsession with the numbers - together with the flavour of the field where the project is implemented.

Deep on the data

Rigorous data management and statistical analysis - handled with a geek's obsession for getting the numbers right.

Grounded in the field

Findings are tested against field reality and interpretation, not produced from a desk far from where the project runs.

Evidence first, then pragmatism

We build the evidence, then recommend pragmatically - advice that an implementer can actually use.

“We build evidence first, and then we recommend with pragmatism. The principles of evaluation have no flexibility - they remain our main objective.”

Training & Capacity Building

We Build Capacity, Not Just Reports

Beyond evaluation, we strengthen the institutions we work with - designing M&E systems and tools, training teams, and reinforcing financial and operational management. Two engagements illustrate the range of this work.

Ministry of Health · Somalia
Funded by UNICEF · 2020

Meeting financial audit recommendations

With UNICEF funding, we strengthened the Ministry of Health's institutional financial capacity across Mogadishu, Garowe and Hargeisa - specifically to address issues raised in previous audits. The work combined a capacity assessment, development of financial policies, systems and control mechanisms, and classroom plus on-the-job training under UNICEF HACT, alongside financial monitoring of six NGO sub-recipients.

UNODC · Global Maritime Crime Programme
Western Indian Ocean · 2022–23

Training staff across a nine-country region

For UNODC's Global Maritime Crime Programme, we designed the monitoring and evaluation framework, monitoring tools and a training guide, then trained UNODC staff both virtually and in person across a nine-country region - so the programme's own teams could collect and use data effectively against its outcomes and outputs.

Mission

To provide rigorous, evidence-based monitoring and evaluation services that strengthen accountability, improve programme effectiveness, and build local capacity in the world's most challenging environments.

Vision

To inspire innovative approaches for positive change through the highest standards of independent evaluation and field-based research.
