Axiom ME is a pioneer of TPM in hard-to-reach areas. We started large-scale TPM with UN OCHA in Somalia in 2013 and progressively expanded to cover large portfolios for DANIDA, EU, UNICEF, AICS, UNHCR and OCHA in Somalia and Yemen. As of now, Axiom ME has conducted over 250 projects reviewed for TPM with an overall portfolio value above 1 billion USD.

Evidence-based conclusions in complex contexts
Based on deep contextual understanding of project implementation in complex areas, we develop random sampling of control and treatment groups for quantitative surveys, and contextualize project outputs and outcomes with evidence-based conclusions. We also conduct KIIs and FGDs, and use our call center for remote data collection when needed.

PDM & Feedback
Closing the loop with beneficiaries
Axiom ME runs multi-cycle PDM for UNICEF, UNHCR, NGOs and donors across Yemen, Somalia, Sudan and South Sudan. We combine household-level PDM surveys with always-on feedback channels - call centres, WhatsApp, IVR - so that beneficiary voice reaches decision-makers between distribution cycles, not just after them.

Learning is often the weakest link in MEAL systems - data is collected, evaluations are commissioned, but the insights rarely re-enter programme design.
